Excerpt from Tax Revolting,
The New York Guardian, July 1991
Another notable example of Arts Council funding via the New York Foundation for the Arts was photographer Joyce Culver, who received $6,000 for a series of photographs she took of the gay community. These fifty some odd pictures were prominently displayed this June at the expense of taxpayers in Manhattan Borough President Ruth Messinger's office. The pictures depicted gays in various stages of embrace, including one hanging on the back of another in bed. Another depicts two lesbian women in a two-shot pose with the second shot depicting one of the women with her head underneath the dress of another, resting in the crotch. Andrew Brelau, Press Secretary for Ruth Messinger, rationalized that the photos were displayed in the hallway in celebration of Gay Pride Month and that the photos helped "demystify" gays.
